The stated reason: cybersecurity and privacy risks associated with uploading confidential correspondence to cloud servers operated by AI companies.
The email, reported by Politico, noted that the Parliament's IT team "could not guarantee the security of the data uploaded to the servers of AI companies" and that the full extent of what information is shared with these companies is "still being assessed." The conclusion: "It is considered safer to keep such features disabled."

The Actual Constraint
What's being blocked isn't AI in general—it's the specific pathway through which AI tools process data. When a lawmaker uses Microsoft Copilot to summarize a document or draft a response, that document travels to Microsoft's servers. The processing happens in the cloud. The data, however briefly, sits on infrastructure governed by U.S. law.
This is not a theoretical concern. Under the CLOUD Act of 2018, U.S. authorities can compel American companies to produce data stored on their servers, regardless of where those servers are physically located. The legal architecture is clear: if the company is American, the data is reachable.
The Parliament's IT department is making a straightforward risk calculation. They cannot verify what data flows to AI providers. They cannot guarantee that data won't be used for model training. They cannot ensure that U.S. authorities won't demand access. Given these unknowns, the prudent administrative response is to disable the feature.
The Timing Is Not Coincidental
The decision lands in a specific political moment. The U.S. Department of Homeland Security has sent hundreds of subpoenas to American tech companies demanding information about individuals—including American citizens—who have publicly criticized the Trump administration's policies. These are administrative subpoenas, not court orders. They carry no judicial oversight.
Google, Meta, and Reddit have complied in several cases, even without court enforcement. The companies made a choice: respond to the subpoena rather than challenge it.
For European institutions, this creates a specific problem. If a lawmaker's correspondence—a draft position on sanctions policy, a communication with a constituent about immigration, a briefing note on trade negotiations—flows through American AI infrastructure, it becomes theoretically accessible to American authorities through this mechanism.
The Parliament's response is not paranoia. It's a recognition that the legal and political environment has shifted, and that the previous assumptions about data flows no longer hold.
What This Reveals About Institutional AI Adoption
The more interesting question is what this decision exposes about how AI tools have been deployed in institutional settings.

European digital sovereignty has been a policy theme for years. But themes become operational when they hit specific constraints.
The constraint here is architectural. If you want to use AI tools that don't route data through American infrastructure, you need AI tools that run on European infrastructure. Those tools exist—Mistral, Aleph Alpha, various open-source deployments—but they are not yet integrated into the standard productivity software that institutions use.
The Parliament could, in theory, deploy a sovereign AI assistant that runs on European servers, processes data under European law, and provides similar functionality to Copilot or Claude. The technical capability exists. What doesn't exist is the procurement pathway, the integration work, the vendor relationships, and the institutional capacity to manage such a deployment.
This is where the sovereignty debate meets implementation reality. It's not enough to want European AI infrastructure. You need the institutional machinery to procure it, deploy it, and maintain it. That machinery is underdeveloped.
The Broader Pattern
The Parliament's decision is one data point in a larger pattern. Several EU member states are reevaluating their relationships with American tech providers, driven by concerns about legal exposure, political unpredictability, and the weaponization of data access.
At the same time, the European Commission has floated proposals to relax data protection rules to make it easier for tech companies to train AI models on European data. Critics argue this represents a capitulation to American tech giants at precisely the moment when the risks of that dependency are becoming visible.
The tension is real. Europe wants competitive AI capabilities, which requires data access and model training. Europe also wants data protection and sovereignty, which requires limiting data flows to non-European infrastructure. These goals pull in opposite directions, and the Parliament's device ban is a small example of what happens when institutions try to navigate that tension in practice.
What Comes Next
The Parliament's decision is framed as temporary—a precautionary measure while the assessment continues. But the underlying conditions that prompted it are not temporary. The CLOUD Act isn't going away. The political environment in the United States is unlikely to become more predictable. The data flow architecture of major AI tools is unlikely to change without significant market pressure.
The question is whether this becomes a catalyst for institutional investment in European AI infrastructure, or whether it remains an isolated defensive measure. The former requires procurement reform, vendor development, and sustained political will. The latter requires only an IT email.
For now, European lawmakers will draft their correspondence without AI assistance—or they'll find workarounds, as people always do when institutional tools don't meet their needs. The workarounds are often less secure than the official tools, which is its own kind of risk.
The Parliament has identified a real problem. Whether it has the capacity to solve it is a different question entirely.
