The strongest argument for state authority: states are laboratories of democracy, federal action is slow and captured by industry, and local communities should decide what risks they're willing to accept.

Both arguments have merit. The question is which failure mode is worse: regulatory fragmentation that burdens companies and creates compliance chaos, or federal capture that produces weak rules and limited enforcement.

The Data Center Question

One finding stands out for its specificity: 65% of Americans oppose building AI data centers in their communities, citing high electricity costs and water use.

This is not an abstract concern about AI's future. This is a concrete concern about infrastructure, about who bears the costs of computation, about the physical footprint of digital technology. It's the kind of question that will increasingly shape where AI development happens – and who benefits from it.

For European policymakers watching American sentiment, this may be the most actionable finding. The climate cost of computation is not just an environmental issue; it's a political issue. Communities that host data centers bear concentrated costs while benefits diffuse globally. That asymmetry creates opposition regardless of how people feel about AI in the abstract.

The Question Worth Asking

The Quinnipiac poll captures a moment of genuine ambivalence. Americans are adopting AI while distrusting it, using it while fearing it, benefiting from it while worrying about its effects on others.

"Americans are not rejecting AI outright, but they are sending a warning," Triantoro concluded. "Too much uncertainty, too little trust, too little regulation, and too much fear about jobs."

The warning is clear. What's less clear is who's listening, and what they're prepared to do about it.

The trust paradox won't resolve itself. It will be resolved – or not – through choices about transparency, accountability, labor policy, and democratic participation in technology governance. Those choices are being made now, in boardrooms and legislatures and standards bodies, often without the input of the 76% who remain skeptical.
