Here's the thing about the current rush to ban social media for children: everyone agrees on the problem—young people are struggling, and digital platforms play some role—but the proposed solution reveals at least three distinct disagreements masquerading as one.

Over the past few months, a remarkable cascade of countries has announced plans to restrict social media access for minors. Australia became the first to implement such measures in December 2025, banning children under 16 from platforms including Facebook, Instagram, TikTok, and X. Denmark, France, Greece, Malaysia, Slovenia, and Spain are following close behind, with Germany's conservatives floating similar proposals.

The stated goals are consistent: reduce cyberbullying, combat addiction, protect mental health, shield children from predators. The critics' concerns are equally consistent: privacy violations through invasive age verification, excessive government intervention, and—as Amnesty Tech has argued—an ineffective quick fix that ignores how young people actually live.

But I want to slow down here. Because I notice we're talking past each other, and until we disaggregate the disagreement, we're not really arguing—we're performing positions.

Three Disagreements, Not One

When someone says we should ban social media for children, they might mean any of the following:

First, a facts disagreement: Does social media actually cause the harms attributed to it, or is it correlated with broader social changes? The evidence here is genuinely contested. Some studies show strong associations between social media use and adolescent mental health decline; others suggest the relationship is more complex, with effects varying by platform, usage pattern, and individual vulnerability.

Second, a values disagreement: Even if harms exist, who should decide how to manage them—parents, platforms, or the state? This is where the debate gets philosophically interesting. Australia's approach places the burden on companies, threatening penalties of up to $49.5 million AUD for non-compliance. France's bill, passed by lawmakers in late January, frames the issue as protecting children from excessive screen time. These framings imply different theories about where responsibility lies.

Third, an implementation disagreement: Can age restrictions actually work without creating worse problems? Denmark's approach is instructive here—the government is launching a digital evidence app with age verification tools, acknowledging that enforcement requires technical infrastructure. But what does that infrastructure look like? And what are its second-order effects?

The Implementation Problem Deserves More Attention

Let me dwell on this third disagreement, because it's where the policy rubber meets the road.

Australia's law requires platforms to use multiple verification methods and explicitly prohibits relying on users simply entering their own age. This sounds reasonable until you ask: what methods, exactly?

The options are limited and each carries costs:

  • Identity document verification requires uploading government ID—raising obvious privacy concerns about creating databases linking real identities to online activity. For a generation already worried about surveillance, this feels like trading one harm for another.
  • Biometric age estimation uses facial analysis to guess age—but these systems have documented accuracy problems, particularly for certain demographics, and normalize the collection of biometric data.
  • Credit card verification excludes children from families without cards and creates financial barriers to access.
  • Parental consent systems shift enforcement to families—which may be appropriate, but then why frame this as a platform responsibility?

The strongest version of the pro-ban argument acknowledges these costs and argues they're worth paying. The strongest version of the anti-ban argument isn't that children don't need protection, but that these specific mechanisms create harms that may exceed the harms they prevent.

What Would Have to Be True?

Here's a question I find useful when debates feel stuck: what would have to be true for each side to be right?

For age restrictions to be effective child protection, several things would need to hold:

  • The harms of social media for minors must be significant and causally linked to platform use (not just correlated with it)
  • Age-based restrictions must actually reduce exposure (not just push usage to less regulated spaces)
  • The verification mechanisms must be privacy-preserving enough not to create new harms
  • The benefits must accrue to the children being protected, not just to adults who find youth online presence inconvenient

For age restrictions to be ineffective or counterproductive, different conditions would need to hold:

  • Young people will circumvent restrictions through VPNs, fake IDs, or migration to unregulated platforms
  • The verification infrastructure will be repurposed for broader surveillance
  • The real drivers of youth mental health decline lie elsewhere (economic precarity, academic pressure, climate anxiety)
  • Banning access removes young people's ability to develop digital literacy and find supportive communities

Notice that these aren't mutually exclusive. Some of each could be true simultaneously, which is why ban or don't ban may be the wrong question.

The European Dimension

For those watching European AI and digital governance, this wave of legislation reveals something important about the current political moment.

The speed of adoption is striking. Greece is reportedly close to announcing its own ban. Slovenia is drafting legislation. Germany's CDU is weighing proposals, though coalition partners appear hesitant.

This suggests that protecting children from Big Tech has become a politically viable position across the ideological spectrum—a rare point of convergence in otherwise fragmented political landscapes. Whether this convergence reflects genuine policy learning or political convenience is worth asking.

It's also worth noting what's absent from most of these proposals: any requirement for platforms to change their underlying design. The algorithmic amplification, the variable reward schedules, the engagement-maximizing architecture—these remain untouched. We're asking whether children should access these systems, not whether these systems should exist in their current form.

A Different Question

Perhaps the most productive reframe isn't should we ban social media for children? but rather: what would a digital environment designed for young people's flourishing actually look like?

That question opens different territory. It invites consideration of platform design, not just access restrictions. It acknowledges that young people have legitimate needs for connection, information, and community that digital tools can serve. It asks what we're building toward, not just what we're protecting against.

The current wave of bans may be a necessary first step—a way of buying time while we figure out better answers. Or it may be a distraction from harder questions about how we've allowed attention-harvesting business models to become the default architecture of online life.

I genuinely don't know which it is. But I'm fairly confident that the debate will be more useful if we stop treating this as a simple binary and start mapping the actual terrain of disagreement.

The question isn't whether you're for or against protecting children. Everyone is for that. The question is which mechanisms, with which trade-offs, administered by whom, with what accountability structures, and toward what vision of digital life.

That's harder. But it's the real conversation.
